Can you submit spousal application without pcc?

I sent my application without them. But I included the note in the cover letter. I had to get them from 3 different countries, one says 10 business days, FBI says 16 weeks (in fact it came in a month), and the other one for 1.5 months (took almost 2 months, but I received a month after it was issued). So it was difficult to submit them altogether within 3 months from the date issued. I'm in the second stage and sent them all to my VO.

I was told by immigration consultant that I would not have to submit them at the time of application. But he may be more specialized in outland processes in Asia.
