Basically my question is: I submitted my OINP application and paid the fees. I withdrew it the next day (status still "submitted"). I want to resubmit my application now. can i do that? I am under the 45 day deadline.

You can resubmit if you have not exceeded the deadline from what I have seen online, but what mistake did you make that could not be redeemed by a web form?Bump
