I and my sister Came Canada in 1992 and we both become Canadian citizen. In 2006 my sister married an American and she moved to New york with him. She has a son with him....Currently she is living there but Can she has a right to apply Canadian Citizenship for her son while her son has an US citizenship by birth.
if she has right and how Can we do it? which application we must fill out and how Can I get the instructions?

I believe that because (if i understand your post correctly) her son is 2nd generation born outside of Canada that she would need to sponsor him under the Family Class.

A Canadian parent generally has the right to apply for citizenship for their children who are born outside Canada. The only exception is when the parent was born outside Canada to a Canadian parent as well and gained their citizenship based on heritage as well. Then they apply a rule called second generation born abroad. This does not apply to parents who were born outside Canada and immigrated to Canada, even if they immigrated as babies along with their parents.

If you and your sister immigrated to Canada and it sounds like you did, then she has the right to apply for citizenship for her child.
