You can have multiple PR applications at the same time, however, only in different classes.
Like one CEC application and a PNP application. You can't have to CEC application.s

Also, whenever the first application gets approved, you will have to withdraw the second application.

NOTE: Multiple applications also mean multiple applicant fees...
What about two PGP applications for the same parent from different children?

What do you guys think? What happens after submitiing two applications at different times by different children?

You can't have to PR applications in the same class / same program. I don't know what will happen if you do this. Presumably IRCC won't consider the second one.

Never heard of this and WHY?

If one of the children has enough income to sponsor why do they all submitted an application under PGP.

I agree with scylla that only the first application will be processed. They were really lucky to have both drawn in the lottery.
If you are asking if both children can submit an interest to sponsor form for the same parents, then yes. That is possible. But at the end, only 1 PGP application should be submitted for the parents. (in case both of the interest to sponsor are picked in the lottery)

Thank you for your inputs.
This isnot the case, It is just hypothetical scenario in case if both the children receive invitation however both children are not sure about staying in Canada during next couple of years or permanently. They maynot be sure who will be living in Canada and who would be moving backhome as there is undertaking part invoved with any sponsorship.
