if I already work for an employer in Canada on a temp working visa, cant I apply in Canada for a permanent residency, must I come back to my home country and then apply.

Normally, you are any of a visitor, a student or a worker with Temporary Resident Visa (TRV) in Canada. With specific criteria fulfilled; you can apply for Permanent Residence (PR) while being worker or in some cases student (visitors are not accepted). If you become a PR in Canada (note that, it's not a visa); you will eventually get Citizenship.

Yes, you can. Search for Provincial Nomination Program (PNP) and Canadian Experience Class (CEC) in CIC website. The criteria varies from province to province. Most commonly, your job position may need an LMO, fulfill language proficiency, gain some experience (1~2 years) in order to be eligible.
