Can you apply for PR while still waiting for Work Permit?

Seeing how the PGWP processing time is around 6 months, what are your options if you get the PNP before you receive your work permit? Do you need to wait for the WP application to conclude or can you apply for express entry draw, and then PR (assuming you get ITA before WP) with WP AOR?

For more context, it will be NS PNP under International Graduates in demand stream, which doesn't require 1 year work experience.

Since you are licensed in one of the 4 NOCs, have full time job offer (salary meets requirements), eligible employer and graduated in NS, you can apply. It is not an EE pathway so nothing to do with EE.
