Any person may qualify for welfare in Canada. You have to show that you don't have any of your own savings or income to qualify. You have not been living in Canada so that is your 1st issue and when you get married your family income (even from abroad) determines whether you qualify for welfare from the government. If you are abled body you have to show that you are trying to get employed to qualify for welfare.

You can go to a homeless women's shelter if you don't have anywhere to live. That is your option. You will have to see if you qualify for welfare. How have you been supporting yourself for the past 1.5 years? How are you paying for your plane ticket? You usually don't get welfare right away there is a least a processing period. Not sure how you expect to sponsor your spouse if you are both are both unemployed. You also can't sponsor him if you are on welfare.

i live now with my family in my country.
any way...and by the way, if I am with welfare program ( or any helping program by government for income, living....etc ) then it will b difficult to sponsor my spouse?
if I am In canada working any thing ( as babysitting ) ( not taking income - help by government...then will b ok to sponsor my spouse )?

i was married before ( since about 10 years a go ..and I was living in my country , I applied at that time for my first spouse who was living with me in my country as well ...) i was not work any thing...no income even in my country...i applied for him, and he got the visa for canada.....!

No you can't sponsor your spouse if you receive welfare. You also have to show how you and your husband will support yourselves in Canada to get approved. It will be very hard to survive just doing babysitting. Would suggest you sponsor your spouse while living with your family. You will have to prove that you intend to move to Canada as soon as your husband receives sponsorship.

is it better to show that my spouse has income, money...
is it better to apply for this sponsorship while living out canada ( may be living with him in Europe - depends on his job - not living in my country?? )

really appreciate your help in reply.

It is very unlikely that your spouse will be able to enter Canada on a work visa or as a visitor. If you don't have the money to live in Canada on your own it makes no sense to come to Canada unless your spouse can pay your expenses. You don't seem very knowledgeable and you've been through this once before. Given that this is your second sponsorship I would anticipate extra scrutiny.
