Can Wes Evaluation report be cited in Statement of purpose?? (For the purpose of study permit)

I have done Masters in Commerce and have work experience of almost one year in bookkeeping. I'm planning to do PG diploma in International Business Management or something similar to that. As per my Wes Evaluation( not the tool), my Canadian Equivalence Summary is as follows: B.com Bachelor's (three years) and M.com Bachelor's ( four years).

Now my question is:

1) Can I still go for PG diploma as I have M.com from India, but as per my WES evaluation it's Canadian equivalence is Bachelor's (four years)?

2) Can I Cite WES evaluation report in my statement of explanation to prove/state that my Master's degree in India is equivalent to Bachelor's (four years) in Canada?

I would really appreciate any insight on this. Thanks in advance.

You can write whatever you want but I don't think that's a good idea. It undermines your credibility when it comes to your intent to leave Canada after graduation and doesn't actually address the issue of whether a PGD is relevant to your career progression. Ideally you should be applying for a Canadian master's degree.

For #2. Not necessary to write about your WES though from my end i did submit my WES (since i have it anyway) along with my transcripts though didnt include any explanation about my WES, i was approved. Its really up to you, if you deem if it is or isn't really essential to your application as well as the pros and cons of including it.

It was the same level bachelors degree though it was tagged 3years and not 4years, pretty understandable though since we have a slightly different curriculum in my country. To add: as I remember when WES forwarded my result, if Im not mistaken they also forwarded it to ircc so regardless if i did or didnt include it before, they most likely have a record of it.

That's a good point about IRCC. Now that you've pointed it out even I recall something similar to that.

Higher - Post Grad. For my background since I already have a number of years experience, MBA would have been ideal as well but it wasnt what I wanted so what i did was (since i kind of anticipated that they [ircc] might question why I am not taking masters given my work b/g) I included an explanation in my statement of purpose why I chose Post Grad instead of Masters as well as linked it to my career progression (how it can help my advancement etc).
