That is definitely not true. If they are asking for money from you to avoid an IELTS test then they are trying to scam you.

Sounds like a scam unless your source is referring to the business immigration stream where you have to invest money in Canada and employ Canadians.

Well, yes there is. You take the CELPIP instead, or one of the approved French-language exams.

But there's no way without a language exam.
