They already have a quick processing time, just not for older CEC but you can imagine that most of his time will be spent on EE and the future than what goes wrong with the past application process.
Sure most likely it is going to start moving so that they get rid of all the backlog, but clearly his priority will be to ensure that EE works properly and that if it doesn't, to improve it.
