Can we go DIRECTLY to CANADA EMBASSY IN MANILA?

My mom applied for tourist visa and sent it directly to Canada Embassy in Manila. But the problem is she should sent the appliction to VAC and the VAC will forward the application to CEm. Please advice what to do.

I did the same thing using DHL but they sent it back and told us to apply online.

My parents applied last March 26 and it was sent back after a week with a letter saying they have to apply online.
