You can go anytime, as long as you can convince CBSA that you have enough funds to cover the period before your classes begins.

Hey mate, guess what? I landed yesterday, 30 November. My classes starts on 7 January. So that would be FIVE WEEKS EARLY!
At the airport, I got my SP (with working condition) as well as my SIN.

If it is dependent on country of origin, wouldn’t it be discriminatory? Why would Canada restrict entry date based on country?
I don't know but it is the general rule here in india to not go before 3 weeks. I don't know much because i myself not experienced it from someone. Just heard from others.
