Can we get access to internal communication

My parents visit visa is being refused twice. I contact some consultants. They say that they will contact the consulate and will be able to get the internal communication that the visa officers has made regarding the refusal of the case.
I'm surprised that is it really a case. If they can get it from consulate as they say then why can't I or my parents whose case is this get it.

If it is wrong then it simple means that its a case of false statement, just to drag money out of our pockets.
please update if anybody know

Yes, it's possible, and you can get it yourself (assuming you are already in Canada) for only $5 instead of paying whatever the consultant will charge:

These are the case officer's notes regarding a TRV application at IRCC. If you are outside of Canada, then you'll have to ask your consultant or another third party to get it on your behalf.

It's not a matter of "contacting the consulate" as they say though, that is probably their BS to make you think they have connections to the consulate, but in reality, it's an openly available public service.
