Can we board the plane to Canada without being qualified as "fully vaccinated traveler"?

My wife's application is finally approved. We got our immigration visa on the passport, as well as COPR. I hold a Canadian passport.

Currently both of us are living outside of Canada and planning to enter Canada together. However both of us are unvaccinated for COVID.

According to this information "https://travel.gc.ca/travel-covid/travel-restrictions/wizard-start" entering Canada is not an issue; as long as we do a molecular test within 72 hours of the scheduled departure time of our flight and provide a quarantine plan.

The airline ticket agent told us, they can sell us the ticket, but without being qualified as fully vaccinated traveler, airline might not allow us to board.

so,
Are we even allowed to board the plane without any vaccine? Does anyone have any experience on this?

Further more, are we allowed to board the plane from international airport to our destination airport? For example we enter Canada via Toronto airport and have to transfer over to Winnipeg for our final destination (COPR have Winnipeg as our destination city as well).

hello everyone can I travel to Canada and do landing only 2 or 3 days after getting the second Pfizer shot.I know I don't qualify as a fully vaccinated but would I still be able to enter Canada?

Here is an update for those who are interested regards to this matter

I called CBSA and Health services and non of them really had any idea about these rules.
They will either repeat what the general rules and not answer the question directly.

All of them will say domestic air travel is not allowed for unvaccinated, which contradicts on what "travel.gc.ca" says under the "Find out if you're ready to board" section.

Some of them will say, unvaccinated travellers have to stay at the city where they landed and cannot move to their final destination city until 14 days are passed. This also contradicts according to "travel.gc.ca"

Actual experience for our entry to Canada:
I entered my Winnipeg address (my home) in ArriveCan, when we arrived, nobody cared about the address. CBSA only asks if we filled ArriveCan, and we said yes, then he just let us through. Nobody cares about how you will get to your quarantine address. The CBSA did not even asked us for pre-entry covid test result, only fly crew checked that before boarding our international flight to Canada.

All of the above is my personal experience, please note that your experience might be different, depends on covid situation, entry rules, health rules, CBSA and/or health service worker presented when you enter etc. Prepare ahead of time is highly recommended, like call the airline beforehand and let them know your situation before your scheduled flights. Some airline line might still deny your boarding without vaccine, while others might require additional paper work.
