Can we ask to deny entry for someone?

Hi all,

A bit of unusual question. I'm a Canadian citizen, willing to sponsor a woman whom I married. She has a child, and of course there's an ex-husband, who is jealous and verbally aggressive. This guy said that if she's leaving her country with their child, he will come here and hurt MY children (I have two and they are living with me).

The question is: can we, based on those threats, ask Canadian authorities to deny entry to this guy? Visitor visa is not needed for his country of origin.
