can we apply in General categ for sept 2012

My friend's visa got rejected under spp for confederation college .. So can we still apply for sept intake under general category .. What if we can get a extension frm the college for 10 days from the start date is : 4 sept
apply for the visa by 28 of this month .. Any suggestions ?
