Can we apply for Student Visa these days?

Are the visa applications for students open now for everyone or is it open only for students coming from certain countries?

And is it all online applications or paper applications are also open?

Can't say if it's open to everyone, though I believe it is...I applied from the US even though there is technically a travel ban in place and I am awaiting a reply.

I believe online is the only way they are taking applications right now.
