If it’s an online program and you apply before sep 15, you might get an AIP which allows you to study online, solving your problem. Is that what you’re asking?

I don’t think anyone who applied online and received an AIP has gotten approved

As many others have already said, this is just a general email, not AIP. You’ll know AIP by the “you may begin online classes” line.
