Can visitors apply for G1/G2 in Ontario?

My brother is here in Canada on visitor visa and he plans to settle down here. We are working out an LMIA based closed work permit but will take few months to process the visa.

Meanwhile, can he obtain G1 and then G2, while on visitor status?

It seems to be possible, my child’s father is in Canada for 2.5months now and recently g1.

Normally visitors don’t own their own cars so are a casyaldriver on someone else’s policy. Would look at the insurance policy of the car they are using occasionally.
