Can Visitor visa apply for PR?

Hi,
My brother her in visitor visa in Canada. Can he apply for pr in Canada? Can he apply for work permit in Canada? or any visitor visa can apply for PR?
I sponsored him. If he apply for work permit or pr, my sponsorship for him makes my credit bad?

Your brother can only apply for a work permit once he has a full time job offer from a Canadian employer and that employer has obtained an approved LMIA.
