Can visa holders go through FBI approved channelers to get PCC

I am on L1B. Can I use FBI approved channelers to get the PCC. I read on this forum that visa holders are not allowed to go through channelers.

Channelers are for American citizens. You are not authorised to use that route. You may end up with a rejection for illegally procuring a PCC.
