can two spouses have an open work permit at the same time?

hello, I'm trying to help my co-worker but cannot find a the answer.

He is a Provincial Nominee with an Open Work Permit for 3 years. They were told that once he gets the nomination certificate, the wife is entitled to work so she also wants to apply for an OWP.

...is it possible for both to have OWP?

No both spouses cannot be holding open work permits at the same time. At least one person has to have a closed work permit in order for his/her spouse to be eligible for an open work permit. You can ask your co-worker to contact CIC to confirm.

If he have applied for PR he can get that . .CIC call centre confirmed this to me as i have applied for my spouse.

thanks for your replies.

My co-worker said he called CIC but couldn't get through but he'll try again. He already applied for PR but his current OWP is based on his wife's study permit (valid for same duration of her studies), now the wife wants to switch to OWP. They're both in Canada already.

I'm thinking this cannot be possible in their situation but I'm no expert. If the wife gives up her study permit, wouldn't that affect his OWP?
