I would like to inquire about marriage in Canada.
Me and my fiance are in a long distance engagement right now. I'm in Japan and he's in California. We are planning to meet up and spend our Christmas and New Year in Vancouver.
We got this idea of getting married there so it's like also our honeymoon.

Is it possible if we're both foreigners?

Also, we only get 10 days leave from work. Is is possible to get everything done within that period?
After our vacation, I'm going back to Japan and he's going back to California.

You’d have to investigate whether getting married within this timeframe will be possible. It will also be holiday time so you will have to enquire about special holiday hours. You would also have to find out how to pay for and receive a marriage certificate internationally since that often take a while to process.

Actually the first thing I did was check the government page. I saw the list of requirements but there’s no mention of foreigners. Does this mean that foreigners and residents alike has the same requirements?

Pretty much zero chance you will receive the certificate before you leave. It will be mailed to the address you give on the marriage license and you will need to arrange for it to be forwarded to you.
