Can three years DAE (diploma of Associate Engineer) take admission in Master?

My brother has three years diploma of Associate Engineer in Civil from Pakistan. I am planing for his higher study in Canada. Is there any university in Canada accepting this three years degree and offering master program, because most of university asking 4 years degree if student need admission in master program. Or he is just eligible for graduate in diploma?

His diploma is not even equivalent to a 3 year bachelor's degree, talk less of a 4-year degree. I doubt any university in Canada will give admission to Masters with a 3 year diploma from Pakistan, so yeah his best chances are PGD programs from colleges. Just make sure it's a public DLI.

Unlikely he’ll be admitted for Masters. NO

Like anywhere including in Canada, he would not get admission in any master degree program in Pakistan either

so he just have graduate diploma option, Is there any option to take admission in undergrade for 1 or 2 years program to make his 3 years degree to 4years bachelor degree?

I am in a similar situation where my brother has DAE in Civil (3 years after matric) and would like to know what are the possible options for study and would appreciate if you can guide me the procedure and any related university and fees and overall costs. Currently residing in United Arab Emirates. Jazak Allah for your kind advice.
