It’s tricky, because you have to meet all the requirements listed. The second built point regarding family already in the country should come first imo. It causes no end of confusion with people reading the first bit and assuming they can.
Agreed completely because that's what caught me. It was only the mention of the "lonely Canadian" rule that made me stop and think if everyone telling me I was wrong happened to be right ;)

1) brother has a wife and children in Canada
2) does not have enough income

Thank you for the responses. I need to add that the brother, brothers' wife and children all are PRs. So, all in all, you mean the following reasons prevent him from being a sponsor?:
1) brother has a wife and children in Canada
2) does not have enough income
No one who has any family in that list living in Canada is permitted to sponsor a relative outside of the family class (spouse, parent, grandparent, dependent children) unless they are a "Lonely Canadian," which is an individual without living relatives in Canada.

The financial aspect is secondary but would also likely disqualify.

#1 is the main reason. Why not just ask sister to immigrate here under a skilled stream?

Thanks. But, the sister is about 60 years old. Do you think it is still possible to migrate under skilled worker? That needs a job offer which is hard to find.

The task for you is to find a way for the sister to immigrate, if that is what she wishes to do. She's not eligible under family sponsorship by her brother.

Can you tell me what I can do for her, given that she is about 60 years old? She is not getting the points for age.

I don't think there really is a way for her to immigrate. At this age, may be find a way to support her to live at her home country.

Agreed. At 60 there is no real way to immigrate to Canada. Immigration programs favour the young (under 45) heavily. As you age, the opportunity just isn’t there. As noted by YVR123, you may have to look at alternatives that don’t include Canada.
