I was wondering.....for immigration to any of the Atlantic islands, one has to undertake at least two years of study. Now if one gets a job offer during that time, can the status be changed from a student to a working visa for it? And can the applicant apply for a PR as soon as the job offer is given?

Student visa and work visa are independent and aren't exchangeable, they can't switch identity. It depends on your own conditions to apply the visa. Under any circumstances, you have to apply for a work visa from scratch.

Can one do it when one is in Canada or does one have to exit the country to apply?
