Can spouse visit the sponsor in Canada while in process?

My wife is currently living in Brazil and I recently applied for an outland application under the family class.. the application is under process and my wife is coming to visit me in Canada next week.. My question is: does my wife need to have a letter with her to show the officers at the border explaining that she is coming to visit me (the sponsor) for 2 weeks?
If yes can someone show a template or an example of how the letter should be written?

No - she doesn't need a letter. If she has an approved TRV - she can go ahead and visit you.

Im not sure what a TRV is. I know she got approved for an eta (Electronic Travel Authorization) is that fine too?

A TRV is a Temporary Resident Visa.

Which country is your wife a citizen of, or rather, which country's passport does she hold? You say that she is currently living in Brazil, but not whether she is Brazilian. If she is Brazilian, Brazil is not a visa-exempt country, so I suspect a visa would be required:

She is Brazilian..

As of May 2017 Brazilians are now able to travel to Canada with an eTA as long as they already have or had a U.S or Canadian visa in the past which she did. 2 weeks ago she applied for an eTA and got approved.

I wasn't aware of the change, and the CIC webpage has not yet been updated. In that case, she should be good to go. You won't need a letter of invitation unless you are applying for a TRV.
