Can Spouse of W1 work permit Visa apply for Open Work Permit

My husband, me and my kids plan to move to Canada, my husband will be on W1 Work Permit and i will be on V1 Visitors Visa.

Can i apply for Open Work Permit or any other Visa that will allow me to work at Canada?

Does he hold a NOC A, B or 0 role?

His Visa says Permit - WP, where can i find if he holds NOC A, B or 0 role?

Me and my husband plan to relocate to Canada in month of Aug-Sep 2018. Can i apply for Open Work Permit with him not in Canada yet? I am currently in US and i heard processing time for Open Work Permit is quite long.

Sorry to be more precise, my husbands employer has processed by Visitor's Visa V1 for me to travel when we relocate. Since i am working in US i would like to continue working when i relocate to Canada and so wanted to know if i can apply for Open Work Permit.
