DO you guys think its possible to have my husband apply as a visitor for a few weeks even though his PR application is underway? would they know this? if he submitted a letter from employer/ contract proving he has to go back do you think he would have any luck? because its going to take a good 13+ months for him to officially get the visa if all goes well....This process is just too frustrating :(


Any suggestions/advice will be appreciated :)
 
Yes, he may apply for one. The PR process does not interfere with applying for a TRV. Be advised, it is extremely difficult for non-visa-exempt spouses to prove dual intent (they are visiting temporarily even though they are applying for permanent residence) to CIC. So far as they are concerned, if you need a visa to enter Canada, you want to move there permanently.
 
I heard that you can't apply for one if background checks are going on. This happened to someone at my husband's visa office. Because military checks were being conducted his visitor visa was refused.
 
That probably applied because he either served in the military, or this was a country with mandatory military service and a history of recent military activity.

It won't hurt his PR application to try applying for a TRV. Usually such applications are refused, but some forum members have managed to get a TRV. He must show proof that he will leave Canada after his visit. Showing a letter from his boss stating he has been given two weeks vacation (for eg.) and is expected back is good. He can also show his apartment lease or mortgage. Leaving a child behind is also helpful, if he has any.
