Can special people from other countries also come to Canada?

My question is whether special people(Disabled people ) from other countries like Pakistan etc can also apply for Canada.?
If yes, what documents are required for it? And the second question is whether their disability will not prevent them from coming to Canada?
Can anyone guide me well Because my country is unable to give me my rights There are many difficulties here for me which I am tired of facing now In such a big world, maybe someone will become an angel for me Please guide me
