can they attempt it? Of course they can. Technically any foreign national can claim asylum. But actually to become a convention refugee is a different story. And it depends of lot of factors.
Mind you things like: poverty, or general high crime in your country are not reasons for asylum.

Sorry crime and insecurities doesn't count as persecution because it is generalized risk for everyone who is live in South Africa. I lived in South Africa for 6 years I know what you are talking about but claiming asylum you need to show you are at personalized risk.

A claim will not be successful if it's based on general crimes and insecurities. You have to demonstrate that you / your family have been specifically targeted for political / religious / etc. reasons.
