If my permanent resident card has expired but I'm still in Canada and meet the number of days required for citizenship can I apply for citizenship? Or does one need to renew the card first?
 
Yes! Absolutely! Your permanent residency status never expires. Your PR card is merely a travel document... Apply away if you meet all the requirements.
Also renew your PR card when you get a chance
 
100%. I just did my oath ceremony with an expired PR card, they asked why it was expired and I just explained I had no plans to travel until citizenship was done and they were fine with it
