Can someone please help regarding SOWP and visitor VISA. PLEASE!!!

I have received AIP and given my biometrics. I am waiting for the Passport request and I am in INDIA.

My wife is currently in the US and will be joining me when I travel to Canada.
Should she apply for a visitor visa and then while in Canada should she apply for an Open Work Permit?
Or
Directly apply for a Spousal Open Work permit?

What is the quickest route for her to join me given the current travel restrictions?
Someone, please guide me.

I applied Jun19 2020 with AIP on August 22 and Biometrics on Jan 4th.

Not sure what permit you have but better if she applies for SOWP. A visitor visa is temporary and you need to show essential travel (and prove it).
