Can she include her husband for applying OWP?

I'm new to this forum and this question is a query from my friend:

She is Live-in Caregiver for 24 months this end of Feb 2011 and she will gonna apply for PR and OWP. She and her husband is working with the same employer as Live-in caregiver but her husband will complete his 24 months this Sept 2011. My question is can she include her husband for applying OWP and PR? How much they will gonna pay? She just gave birth last January 2011 but she opted to take her maternity leave so she will have continuous work.

She must include her husband on her PR application but it is up to her if she lists him as accompanying and pays his fees or if she lists him as non-accompanying and makes him apply on his own later. To me, it makes more sense to include him. She can not include him on her OWP though. He has to finish his time and qualify for his own OWP. They will have to pay 1100 total for applying for PR for both of them. They do not need to pay the right of PR fee yet but when they do, it will be 980 total.
