Can secondary applicant ("dependent child") enter country first - timetable

I recently read some other posts that I can kinda guess the answer to my question.
But here goes...
Note: We have received the COPRs for both the Primary and Secondary applicants.

1. Can the Secondary applicant (SA) (dependent child) enter the country first? That is; before the primary applicant (PA)?
2. If not, can the SA enter Canada as a tourist (as if they don't have a COPR), stay for one month as a tourist and leave?
Then, can they, at a later date, enter the country WITH the Primary applicant, using the COPR to go through the "new PR" entry process.

1)The primary applicant must either enter first or at same time as any secondary/dependant applicants who were part of the same application

2)Sure if the SA has a valid TRV or is visa exempt (with an ETA for travel) they can travel to Canada as a tourist and enter/stay subject to the same CBSA assessment as any tourist. Even once a COPR has been issued an individual is not a PR until a landing has been completed so until that time they are considered a temporary resident/visitor.

Not sure what the 'new PR entry' process is that you are referring to but if the SA comes back later with the PA then they would complete PR landing formalities as normal

I guess maybe an additional question might be something like, "Does the government (IRCC, CBSA) already know, because of their Passport ID, who already has been issued a COPR? If so, my second scenario probably wouldn't be possible.
In other words, if you try to enter the country as a "tourist" after you have received your COPR, "they will know" that you have a received your COPR and that you should be presenting it at the Border.

Yes. The SA has an ETA (Hong Kong).
So it sounds like what you're saying is this:
"If the SA enters first and alone and acts like a regular tourist (using his passport & ETA to enter, etc.) without "showing off" his COPR, they will treat him like a regular tourist."

Oh, I simply meant the entry process for a new PR person. Because I understand that you can get processed right there at the airport if you enter the country at the airport. No longer any need to go anywhere to an office of IRCC or something like that.
But your previous comments even shed some light on that for me. Thanks!

CBSA will see the PR approval in their system, so there is no point in trying to "not show off". They will need to explain that they would like to enter as a visitor, as the PA hasn't yet landed.
