I know that under normal circumstances, refugees cannot visit their country. However, 2 weeks ago, I found out that my mother has cancer and I want to be with her at least while she taking chemotherapy. So I want to learn Are there any exceptional cases where refugees visit their country?

unfortunately I do not think there’s any exceptional cases. Your refuge protection will be treated as re-availment (cessation of protection) if you travel to your home country. Simply put, if you go back to your country, what you are telling IRCC is that your reason of claiming asylum is no longer valid and your home country can offer you protection.

Unfortunately there aren’t special circumstances.

Only after you have Canadian citizenship. If you already have Canadian citizenship, then you are good to go.

Unfortunately there aren't any exceptions otherwise.
