I am studying in Canada torontoI'm gonna transfer to another college and I got accepted also I already paid for deposit fee however I am failing all my classes now. I started my program on September however in the first semester I got full refund for college tuition fee because of the strike so I restarted my program in second semester. However I am failing all my classes. If I fail all my classes, does it effect to study permit and pgwp?

Yes - failing grades can make CIC concerned you aren't a serious/genuine student and sometimes impact your ability to renew your study permit.

A PGWP cannot be refused for low marks. However it will be refused if you don't complete your program or if you are a part time student for more than one semester.
 
If I failed some courses, but picked up during my last two semesters before graduation, can that make them deny my PGWP?

Yes because that is one of the eligibility requirements.

You can apply for a PGWP if you

  • completed a study program at a designated learning institution and meet certain program requirements
  • maintained full-timestatus as a student in Canada during each semester of your study program
    • There are some exceptions to this requirement, including
      • studying part-time during your final semester
