Can PA land before dependent receives their COPR

Hello seniors, I am really hoping to find answer to this question.

The Principal Applicant received their COPR but the accompanying dependent hasn't yet submitted their passport. Dependent is in a different country. They still have time to submit their passport.

In the meantime, can the Principal Applicant who is already in Canada, become PR by way of attending IRCC office?

Is there any rule that requires the Principal Applicant to wait till the dependent is also issued their COPR?

Yes. Just tell all the details when the officer asks you about dependents.

Hi Shannon388 appreciate your response. Does it not matter whether the accompanying depended has been issued the COPR yet or not?
In our case the dependent is in India and has 2 more weeks to submit their passport. However IRCC gave an appointment to PA in Canada for next week.
