Can one study in quebec and file CEC PR in another province

Hi

Fact 1 : To study in Quebec one has to get approval from quebec authorities seperately .
Fact 2 : to get citizenship in quebec one has to give a written statement to government that you will learn french.

Question : Can I study in quebec then work in say ontario then file CEC PR in ontario . .(Because I don't want to study French )
Are you allowed to do something like this ?

Yes, Quebec experience also counts as Canadian experience but in order to apply under CEC, you must intend to settle outside Quebec. If you are already outside Quebec working when you apply, you have a better chance than if you stay in Quebec the whole time because then it might be hard to convince that you will leave Quebec when you get PR.
