Can non SDS student visa be faster than SDS if profile if good??

I have 2.5 years work experience
Ielts 7.5
Gre 307
Btech 80%
Inter 95%
10th 86%
Got admit in university of manitoba for MBA Jan intake.
I still did not apply for study permit yet

As I was waiting for the sanctioning of study loan. I plan to apply it in on SDS I.e. Regular study permit visa by Nov 10th..is there any chance that I can get the visa before last week of December at least as my university wants to be attending the classes on Jan 7th..

And is there any chance for a non SDS visa being faster than SDS???

I guess no one here's got the barometer to predict the speed of visa but you never know as I have been proved wrong here before.
