Can newly landed immigrants apply for speeding up PR card

Please any one know the answer, in CIC website there's application for the above purpose but not clear whether first PR is included or not, if I apply (which is by sending e-mail to the address provided), good or not?
2) my address on the e-cas not changed to my Canadian address although the status changed to (Complete), How frequently can I change or update it in my e-cas as my address is temporary?
my questions serious and urgent please.

Osman,

When you land you are expected to give a local canadian address. The PR card is automatically sent to that address. If you are unable to give a canadian address while "landing", then you have to apply by regular mail for the PR card.

Thanks for ur reply, I was already submitted my address and they said PRC returns after 3-8 weeks, but the problem is I'm leaving Canada before receiving my PRC, I asked for that.

No - as a new PR, you cannot apply for an expedited (sped up) PR card. This option is only available to people who are renewing their PR cards.

Processing time for new PR cards is currently 61 days:

Osman,

If the address given by you is an apt, then you will get the PR card in your mail box. If you have a trusted friend, you may give the mail box key to him / her who in turn will courier the PR card to you wherever you are so that you can return by air with the PR card. I got my PR card in the mail and no signature was taken when it was put in my mail box.

Ballpark figure for getting PR card after landing (IF you apply during landing, rather than apply by mail afterwards) is 8 to 10 weeks. Applying by mail is, if anything, a slower process so certainly will not speed up anything for you.

Not sure which queuing system they use because myself and my wife (principal applicant) landed at the same time - my card took 8 weeks and hers took around 11 weeks. Go figure! ;p

I think it also varies slightly depending on which airport you land at, but generally you're going to be looking 2 to 3 months for the PR card.

Which Canadian address did you give when you landed? If the card does not arrive before you leave can you arrange for it to be couriered to you? Returning to Canada without the PR card (since your visa gives you one-time only admittance) can be difficult if you are not from a visa-exempt country.

In reality the passport control official can check the status of your passport to find your status in Canada, but technically they do not have to admit you without a PR card or visa and I have heard of people having problems when they come back without the card. So I certainly wouldn't risk it, best to try to get the card forwarded to you once it arrives so you have it when you return to Canada.

If you come from a visa exempt country then it's less of a risk. Very worst case scenario you can enter Canada as a visitor, grab your PR card, cross the border into the US and then enter Canada as a resident.

HI I TOOK OUT A PO BOX IN A UPSSTORE IN TORONTO

THE GUY TALL ME THAN HE CAN SENT IT TO ANY PART OF THE WORLD SO I AM GUESSING THAT IF I LEAVE WITHOUT MY PERMANENT RESIDENCE CARD I CAN RECEIVE IT BY COURIER RIGHT ???????????
