What is essential is that there is no requirement that you permanently or continuously live in Canada in order to receive or request a PR Card.
There is also nothing in law that says you can't give your friends address to have the card mailed.

You can not request a PR Card from outside of Canada.
Once you have updated CIC of your address and requested a PR Card to be mailed, you can depart Canada.

Yes that proves CBSA does not have sufficient knowledge. That is the reason they refuse to update with a friend's address if we land and move out. They don't know as much as we do now.
The rule just says you must be in canada. It does not say live in Canada or Permanently living in Canada. When we land we are in Canada so even if the intention is not to live in Canada we are okay. CBSA does not see the rule like we do. We have more knowledge.

Intention to not permanently move to Canada at the time of landing (or at any subsequent visit to Canada) is indeed lawful for FSW immigrants.
You are considered a VISITOR to Canada for Customs purposes while you visit Canada with no intention to stay there permanently.
You can VISIT Canada at the time of your Landing, provide CIC with the address where you want your PR Card to be delivered, and depart Canada thereafter. You can continue to return to Canada as a VISITOR, as many times as you like.

At some point not returning and not living permanently in Canada can cause loss of PR (such as when immigrant doesn't accumulate at least 730 days in 5 years and has no excuse for failing RO), but this has nothing to do with Canadian PR initially Landing in Canada as a visitor, providing the address of a friend to receive PR Card and departing Canada thereafter.

It is not a matter of who has more knowledge, it's a matter of law and what you can or can not do under the law.

It is just a matter of law and what you can or can not do under the law. And these CBSA officials always deny some thing which can be done by law. Only we know they are wrong.
 
What is the size of the envelope that CIC sends the PR cards in? I need to know this in order to decide on the size of the mail box I am planning to hire. We are a family of 4. Do we all receive it in a single envelope or do we get it separately? Please share your experiences.

One of my friends who made a short landing used UPS Mailbox service for PR card delivery and had the PR card couried by UPS to his international address.

Probably separately.
 
All come in separate envelopes. Just a letter size envelope , approx 7 X 11.5

- Can I arrange for a mailbox prior to my landing and give that address at the Vancouver airport?
- Is it safe to use such mailbox services?

- I got mine opened without even visiting at one UPS. Basically, I filled out a form they sent via email. Filled and scanned it along with TWO ID's. I gave one Passport and one UK driver's License. Make sure the ones you are going to give are Photo ID's. But they do ask for Canadian address. You can give any address in Canada (your friend would also work fine)

- Only You and UPS store can access contents of your mailbox (in case you don't pay later and your mail keep coming). They give you one key, but you can add 3 people to have access to your mailbox.

- Each store is going to give different prices, rental duration, packages and facilities. You need to find out which city you will be settling (try to get one near metro or train station). Usually, they give 3, 6 & 12 months of packages.

Go to UPS STORE and choose your location. You need to call and tell them individually.

I see on the envelope there are two stickers called XPRESSENTERPRISE. Did you use a paint tool to overwrite the content on the envelope?
Because, I don't see your name and address on the envelope. Probably, you used a paint tool to cover your name and address details (UPS
Mailbox address details) for security reasons and anonymity. Because, I was wondering how the UPS Agent/Rep will identify to put it in the
mailbox number which was assigned to you or any other customer for that matter.

Can you confirm what kind of data is printed on the envelope where you have pasted XPRESSENTERPRISE.
The lower label will have the address for sure. What data print would the upper label contain???

I am asking because i have also used UPS Service, and I would like to inform the agent that a mail in my name would be delivered to them.

The small size box is sufficient. It’s what I used, and had no problems at all.
