Can new immigrants (permanent resisdents) sponsor their parents before 3 years?

The checklist (IMM 5771E) in the application package for "Sponsor your parents and grandparents" has an item requiring Notice of Assessment (NOA) for most recent 3 years from the date of application.

I have been permanent resident for 1.5 years now. I have had a decent job with reasonable income for my entire stay (1.5yrs) in Canada. I would appreciate if any one can help me answer the following questions.

• Can i sponsor my parents before my 3 years of stay is completed in Canada?
• If so, please advise what documents i have to submit in place of NOA for last 3 years to convince immigration officer of my income?

You can sponsor your parents provided you meet the income requirements for the required years, your income came from Canadian sources and you have NOAs to prove it.

If you want to sponsor your parents in 2017, you need to provide NOAs for 2015, 2014 and 2013. If you have these three NOAs and meet LICO each of these years - you can sponsor them.

To be clear - there's nothing you can submit in place of the NOAs. You need the NOAs to qualify.
