Can my wife simultaneously apply

I am going to be primary candidate after 4 months as my AEO is underprocess. As there is news of some updation of 38 occupation list, suppose my case is running in the embassy and they included teacher profession(wife's profession) in the list, can she apply. I mean to say whoever will get first will be the primary candidate.

Your wife can also apply at the same time as you. CIC has no rules against this. You can see a similar question at http://www.cic.gc.ca/english/information/faq/immigrate/skilled/skilled-faq16.asp where they say that there is no problem for the spouse to submit a new application even while the old application is ongoing.

My AEO is also underprocess...btw when did ur employer put the case on HRSDC....

I just got the job offer hardly a week has passsed, I think my consultant is preparing the documents to put the case to Service Canada.
