Can my wife get a Visitor Visa ?

I'm a Canadian permanent resident currently living and working in the US on H-1B Visa. My wife lives with me on H-4 spouse visa. She does not work and is a stay at home wife.

I wanted to see if she has good chances for getting a Canadian visit visa ?

The reason I would like her to get a visitor visa is so that we can go to Canada permanently and then I can apply for OWP and Inland PR for her when we are there.

It will be quite difficult because you are not in your home country. One of the requirements will be that she ha strong ties to her home country and will not stay in Canada.

Well my wife lives in the US with me while being on H-4 US Visa. I am working in the US so won't that be enough to show ties to US ?
