Can my wife apply for study visa while we are waiting for EE/PNP PR decision

Dear fellows,
We are an express entry (EE) candidate and submitted our PR application in September, 2015 being nominated under PNP of PEI. Our baby was born in November and we submitted the passport and birth certificate of the baby through case specific enquiry in December. Since then we are waiting to receive request for the medical and processing fee for the baby. Apparently our application status has not changed.
In the mean time my wife has received a study right in the University of British Columbia in a PhD program. She should start the study from May 1st, 2016.
Now we are in a situation where my wife needs the study permit for UBC and we are waiting for the PR application with PNP from PEI.
This is really a very frustrating situation for us because we have been trying for the PR since 2014 and just missed for a little. I would really appreciate if somebody could advise us in this situation. Waiting for your reply.

Hi,

As your spouse should join from May 1st 2016,if your receive an Invitation for your medicals from PEI you can attend and make a first entry however PR visa is valid for 5 years in which one has to complete 2 years which is not a stretch in order to apply for Extension. Plan accordingly and take a call.
