Hi, I have a question regarding the distinction between “inland” and “outland”. I’m a Canadian citizen and I want to sponsor my husband, who is from France. Can he come and live with me on his visitor visa and extend it as needed (he has an ETA) and we do the PR application as inland? Or do we have to do outland because he has no legal status (besides visitor) in Canada? I read the guide and it seemed like as long as he’s currently living with me then we can apply for the inland class - as well as a work permit along with the PR application - but I read conflicting things online so I’m not so sure. He is not planning to work without a permit or anything like that, he just wants to move in with me while the process is on-going so we are ready to spend our lives together here if the sponsorship goes through. He would obviously go back if the sponsorship doesn’t go through.

Visitor status = legal status.

He wouldn't be moving to Canada, as he does not yet have that right. He would be coming as a visitor to be with his spouse while the sponsorship app processed.

If you submit the inland/OWP app soon after arriving, he shouldn't have to apply to extend his visitor status. The OWP takes about 4 months to be issued.
