Your sister can sponsor you if you are under the age of 18 and an orphan. See the guidelines here:tinyta said:

Since you are 19, you are too old to be sponsored this way.
If your sister lives in Saskatchewan or Manitoba, they have their own provincial sponsorship programs, and you could be sponsored by your sister there.

Your sister has to be PR or citizen and have lived in the province for at least one year before applying to sponsor you. She and you both have to meet other requirements of the program, for example with your education, work experience etc. SK is better because it only requires you to be 18. Manitoba has a minimum age of 21.
