Can my parents visit me before September 7th?

Hi!

My parents have visitor visa (they visited me 2 years ago) and now I'd like to book them a flight. They will be coming from Turkey. However, I got confused with the information on the canada.ca.

Looking at this, I think they can visit me: https://travel.gc.ca/travel-covid/travel-restrictions/answers/foreign-family-cit-pr#proof


- Do we have to apply for a special permission or something?

Checking your link shows you are either Citizen/PR. I am in the same boat. I am a PR and want to book my parents tickets before 7th Sept. I checked the same link and seems like immediate family can visit without any special permission. Will need to prove status ( PR card) and relation ( birth certificate).
