I am facing a lot of confusion regarding the travel exemptions, and I'm not sure how to proceed.

So here are a few factors to consider
My husband received a letter of acceptance from a DLI on the 15th of April
We were hoping that I apply for a visitor visa to help him settle
And we haven't yet applied for a study permit because:

1. We dont understand if he is even eligible to apply for a study permit considering he was accepted on the 15th of april whereas the exemption applies to only those on or before march 18, so how can we know for sure if he is potentially exempt? (Keeping in mind that the college as of may 12th confirmed that they are "planning to have september semester as in person face to face classes" and that they recomended to "go ahead and register as normal conditions" with the first few weeks maybe being online)

2. We also need to know whether I can apply for a visitor visa to go help him settle or could it be that due to covid restrictions I might not be allowed to go?

1. Of course he can apply for a study permit. Whether travel will be possible is entirely a different question and depends on lots of things.

2. TRVfor spouse of an international student is often hard to get unless you have very strong ties like a well paying longterm job. If your goal is to live in Canada you should apply for SOWP. Yes there is a good chance you may not be able to travel with your husband. You would be able at the moment.

but referring to the official governmental website it says that " If you’re an international student who has a valid study permit, or were approved for a study permit on or before March 18, 2020, you’re exempt from the travel restrictions." so where does that leave those who haven't already applied and received their letter of acceptance after march 18th, it's not entirely clear due to covid.

As for strong ties i do have a long term job, since 2016, that i will have to come back to. But if my husband is approved for a study permit (i will be applying with him), will i be refused because they are limiting the number of unnecessary travel, even if I will be accompanying my husband to help him settle?

Assuming his study permit is approved and you are making an application for TRV coming to Canada with him, at current Covid 19 measurement, you will not be allowed to enter Canada as your trip is not essential. You might not even able to board the flight. Until Government lift the travel measurement, there's no point to even apply.
